Peer Review Policy
The International Journal of Intelligent Computing and Engineering Sciences (IJICES) follows a rigorous and transparent peer-review process to ensure the quality, originality, academic significance, and methodological soundness of published research. All manuscripts submitted to the journal are subject to editorial assessment and, where appropriate, external peer review before a final publication decision is made.
Upon submission, each manuscript is initially evaluated by the editorial team to determine whether it falls within the scope of IJICES and meets the journal's basic requirements concerning originality, academic quality, ethical standards, structure, and presentation. Manuscripts that do not meet the journal's scope or essential submission requirements may be declined at the initial editorial screening stage without being sent for external review.
Manuscripts that pass the initial screening are normally assigned to qualified independent reviewers with relevant expertise in the subject area. IJICES generally follows a double-blind peer-review process, in which the identities of authors and reviewers are kept confidential during the review process. Reviewers are expected to provide objective, constructive, and evidence-based assessments of the manuscript and to evaluate its originality, technical quality, methodology, analysis, clarity, relevance, and contribution to the field.
Reviewers are required to maintain strict confidentiality regarding all manuscripts and information received during the review process. They must not use unpublished information obtained through peer review for personal or professional advantage and should disclose any potential conflict of interest that could affect their impartiality. Reviewers should also notify the editorial team if they identify substantial similarity, suspected plagiarism, ethical concerns, or other issues that may affect the integrity of the manuscript.
Based on the reviewers' comments and the editorial assessment, a manuscript may receive a decision such as Accept, Minor Revision, Major Revision, or Reject. When revisions are requested, authors are expected to respond carefully to reviewer comments and provide a clear explanation of the changes made. Revised manuscripts may be returned to the original reviewers for further evaluation when the editors consider additional review necessary.
The final editorial decision is the responsibility of the journal's Editor-in-Chief or designated editor. Reviewer recommendations are important components of the decision-making process, but they do not automatically determine the final outcome. The editorial team may consider the overall quality, relevance, originality, ethical compliance, and suitability of the manuscript when reaching a decision.
IJICES is committed to conducting peer review in an ethical, fair, and professional manner. The journal does not discriminate against authors or reviewers on the basis of nationality, institutional affiliation, gender, ethnicity, religion, or other personal characteristics. The journal also expects authors, editors, and reviewers to disclose relevant conflicts of interest and to uphold the principles of academic integrity throughout the publication process.
The peer-review process is intended to strengthen the quality of scholarly work while maintaining the integrity and credibility of the journal's published record. IJICES reserves the right to modify its peer-review procedures when necessary to improve editorial quality, research integrity, and compliance with recognized scholarly publishing standards.
